
This template council motion calls on your council to use it’s licensing powers to require training for staff in pubs, clubs and restaurants to recognise when people on a night out are vulnerable and need help.
This is a recommendation of the Ask for Angela campaign.

Council notes the Ask for Angela scheme that began in 2016 and helps anyone feeling unsafe on a night out get the support they need – by saying the code word ‘Angela’ to staff in bars, restaurants, pubs and clubs to indicate they are feeling vulnerable.
As a licensing authority, council recognises the important role we can play to promote to Ask for Angela scheme and require mandatory staff training to recognise calls for help as conditions to granting licenses to premises that serve alcohol.
Council resolves to:
- Commit to introducing staff training on vulnerability management, as advised by the Ask for Angela campaign, as a condition of premise license approvals in AREA NAME.
- Instruct that a paper is brought to the next licensing committee / cabinet meeting to consider amending our licensing policy to include this standard condition.
- Use our communication channels to raise awareness of the Ask for Angela scheme so local residents know how to discreetly ask for help when feeling unsafe on a night out.
