The Conservatives introduced the Two Child Limit to Benefit Payments in 2017. The new Labour Government has committed to keep the cap.
Just this week the Labour Government has solidified its support of the two child cap – suspending the whip for MPs who voted against this position.
This is a high profile issue at the moment. In particular it is highly sensitive for Labour leaning voters and Labour facing areas. We are re-sharing our campaign resources on the Two Child Benefit Limit which includes a template motion that has been moved by many Lib Dem council groups.
Research from the End Child Poverty Coalition shows that over 1.5 million children across the UK are affected by the two child limit on benefit payments. There is a direct correlation between the cap and child poverty. So much so that scrapping the policy would lift 250,000 children out of poverty overnight and significantly ease poverty for a further 850,000 children.
The Liberal Democrats have consistently opposed this policy. The only major UK-wide to do so. Scrapping the two child limit was part of our 2017, 2019 and 2024 manifestos.
This Campaign Pack contains a template council motion, focus drop-in articles and a template press release to help you campaign locally on this issue. In particular it might be an emotive issue for Labour leaning voters who may be disappointed in their own party’s stance on the policy.
The spreadsheet below contains local information for each local council in the UK on the number of children affected by the two child benefit limit and the number of children living in poverty.
