Whilst many local parties have development plans to help organise their campaigning all year round, it’s useful for council groups to do something similar. 

A group development plan is a helpful tool to make sure that you create an active, campaigning council group, and also helps to identify the gaps in skills and knowledge within the group.  The example plan that you can download below helped that particular group improve its skills – such as helping them to use EARS effectively – as well as implementing a system for policy development and raising the profile of the work of the council group.
